Assistant Director - Finance & Health Information Services

The Assistant Director of Finance and Health Information provides a key role in the overall management of financial and information services for McKinley Health Center. As a key member of McKinley's executive team, the Assistant Director provides leadership and administrative support for Business Operations, Human Resources, Medical Records and Management Information Services.

Major Duties and Responsibilities:

I. Budget and Financial Activities (25%)

A. Maintains oversight of the Health Center's fiscal operations to ensure compliance with relevant laws and business practices. B. Develops the annual budget in collaboration with the Director, Assistant Directors and Unit Managers.
C. Provides fiscal guidance and oversight for the business-related functions.
D. Monitors revenue and expenditures and submits reports to McKinley Health Center management and appropriate University officials.
E. Develops and submits the annual fee proposal for the Health Center.
F. In collaboration with appropriate unit managers, determines charges for fee-for-service activities and commodities. G. Oversees purchasing including the negotiations of memorandums of understanding and business contracts in collaboration with University Purchasing.
H. Performs cost-benefit and cost-effectiveness studies of new and existing MHC programs, at the Director's request.

II Medical Records Management: (25%)

A. Develops and reviews unit policies, standards and processes related to the appropriate maintenance of medical records to meet accepted standards as required by state and federal regulation, accreditation bodies and industry standards for ambulatory care records.
B. Reviews paper and electronic medical information systems and works with other appropriate units to make revisions when necessary.
C. Plays a pivotal role in the selection, implementation and development of health information systems. D. Ensures compliance with medical records guidelines as well as rules related to State immunization compliance and tuberculosis screening. E. Establishes procedures to ensure confidentiality of patient information and care records.

III. Personnel (15%)

A. Assures all new staff members receive a general orientation to MHC and SHI.
B. Oversees the recording of academic sick leave and vacation benefits and assures the accuracy and reporting to University administration. C. Advises Director to assure that MHC and SHI personnel policies and procedures are consistent with those of the University.
D. Approves staff payroll and change of status documents. E. Assists in negotiations with independent contractors, prepares contracts and sees that they are expedited throughout the University system.
F. Participates in union contract negotiations. G. Serves on committees as appropriate.

IV. Supervisory Duties (15%)

A. Supervises the Finance and Business Office personnel who are responsible for the cash sales, purchasing, receiving, accounts payable, accounts receivable, property accounting and contract management. B. Oversees human resource personnel in the performance of academic professional and civil service searches and assures compliance with all campus and state policies regarding hiring practices, advises on performance and personnel issues.
C. Medical Records/MIS: Provides administrative oversight and unit leadership for Medical Records and MIS.

V. Executive Leadership responsibilities (10%)

A. As a member of the Senior Leadership Group, provides leadership and support in the overall management of administrative, clinical, and business services at McKinley Health Center.
B. Ensures compliance with standards defined by the health center, campus, state, federal as well as external agencies. Supports and participates in review processes as they relate to designated units and the Health Center.
C. Serves as a resource in the evaluation, selection, procurement, implementation, training and health center-wide adoption of electronic information systems and Medical Records/MIS.

VI. Other Duties (10%)

A. Serves as an advisor to the MHC Director and top management on University finance and human resource policies and procedures.
B. Completes special projects as requested by the Director. C. Responsible and accountable to support and ensure a culture of safety, quality and risk management including compliance with ethics.



  • Master's degree in health-related field, Library Science or Business Administration.
  • Minimum of five years of budget and financial planning experience.
  • Three to five years of progressive management experience.


  • Previous experience in budgeting and financial planning in higher education.
  • Credentialled as a Registered Health Information Administrator.
  • Experience building out an electronic medical record (EMR) in conjunction with and EMR vendor.
